Exactly what is an off-plan property?

Off-plan property is a fully-planned property or development that has an escrow account, is registered in the Dubai Land Department, and is fully financed. In order to maximize ROI, it may be sold with a payment plan that includes post-handover payments.

An off-plan property can either be purchased from an investor (secondary market) or a developer such as Meraas, Damac, Dubai Holding, Ellington, and Sobha (primary market). During the planning or construction phase, you can buy an off-plan property. 

Due to the flexible payment plan and the possibility of capital appreciation and high ROI after the project is handed over, most investors prefer to invest in off-plan projects.
